Ramsey County awards Encephalo Investments $2 million for East Side preservation
The Ramsey County Board of Commissioners approved two Local Affordable Housing Aid awards to Encephalo Investments totaling $2 million, funding preservation rehabilitation of 87 units of naturally occurring affordable housing across two multifamily properties on Saint Paul’s East Side. Both awards closed on October 27, 2026, and all 87 units are now subject to a 30-year affordability covenant.
